Rules governing vocational colleges unveiled

PROFESSIONAL colleges in Guangdong Province will not be allowed to be changed into four-year universities or colleges offering bachelor’s degrees, and professional colleges will be banned from transforming into general education colleges or universities, according to basic principles released by Guangdong Education Department.

The principles listed in the interim adjustment for the 13th Five-year Program for Setting up Higher Learning Institutions in Guangdong were established to improve planning for the healthy and coordinated development of higher education institutions in Guangdong Province in the coming two years and to lay a foundation for piloting vocational education at degree-level colleges and universities.

According to the principles, the pilot program for degree education at vocational colleges will be halted.

Independent colleges that meet the requirements of general education will be given priority in becoming general education colleges. Colleges of sports and arts cannot be changed into universities.

To avoid confusion, the education authorities will keep colleges from running affiliates in separate locations, or using other names outside the city where the college is located. Colleges that are not run by Guangdong Provincial Government cannot use the name Guangdong. City level colleges can’t use titles with the name Guangdong. Colleges that want to set up degree programs, independent colleges that want to transform into general education colleges and colleges that want to be renamed as universities, must submit applications by April 30, 2020. Those that want to set up new vocational colleges or rename their colleges need to submit applications by Sept. 30, 2020.?(Han Ximin)
